11th Jiaxing International Cartoon Biennale in China


In order to boost the development of cartoon and fine arts, enhance international cultural exchange and cooperation, expand the international horizon of China’s cartoon artists, and promote different cultures’ mutual learning, the Cartoon Committee of China Artists Association, Jiaxing Municipal Administration of Culture, Broadcasting & Tourism and Jiaxing Federation of Literary and Art Circles have decided to host the 11th Jiaxing Cartoon Biennale in November 2024, relevant details are announced in this notice as follows:
I Organizing Institutions:
1. Hosts: the Cartoon Committee of China Artists Association, Jiaxing Municipal Administration of Culture, Broadcasting & Tourism, Jiaxing Federation of Literary and Art Circles.
2. Organizers: Zhejiang Cartoonists Association, Jiaxing Art Museum, Jiaxing Cultural Center, Jiaxing Artists Association.
 
II Selection Committee, Evaluation Supervision Committee
A number of experts from the Cartoon Committee of China Artists Association form the Biennale’s Selection Committee, whose process of selection will be supervised by the Evaluation Supervision Committee.

VI Scale of Exhibition: About 180 pieces of works will be chosen to be displayed in the Biennial. (including the works by artists from Hong Kong, Macao, Taiwan and by foreign artists, the exact number depends on the result of selection).
 
VII Information about the Works
(1). Topics of works
1. Works under the topic of Sharing & Harmony. As all countries share one earth, the world is an indivisible community of shared future for mankind. In this earth village, we have lived and will always live in the same space, and are increasingly open and inclusive to each other to form a community of shared future. Only by sharing between each other, and contributing to and gaining from our common development, can we humans thrive from generation to generation with everlasting vitality, and jointly lead the world into a promising shared future.
2. Originality requirement: Each piece of participant work must be originally created and has never been published before. No participant work may be a high-imitation one, one by any ghost author, or a plagiarized one. All legal disputes and responsibilities arising from breach of this provision shall be at the breaching artist’s own risk. Each breaching artist will be disqualified from participating in the Biennial upon China Artists Association’s announcement of the breaching artists’ list on its official website. China Artists Association has already activated its duplication identifying and disqualifying system to compare the submitted works with the ones already displayed in the past sessions, to disqualify all duplicate works.
3. Layout and media of participant works: Original works in a single-panel or multi-panel layout, whether their medium is paper or electronic, can be submitted.

VIII Selection 
(1) Initial selection: Participant works from any artist living inside the mainland of China may be submitted in the form of photo (or printout) by post.
- Size of the photo and printout shall be 10-inch and A4 respectively, and the number of photos/printouts for each participant work is 1.
- One artist may submit not more than 2 pieces for all his participant works (including co-created works); neither excess submission, nor repeated submission will be accepted.
- For any participant artist living inside the mainland of China, the Work Registration Form (for artists living inside the mainland of China) shall be attached to the backside of each photo (or printout) of each piece of work to be submitted.
- The Work Registration Form is provided in the form of Attachment 1that can be downloaded below. Period of delivery is from the date of this notice to 24:00 of September 15, 2024. The time mentioned here refers to the time displayed by the postmark affixed by the origin post office. Recipient postal address: Jiaxing Art Museum, 28 Zhonghe Road, Nanhu District, Jiaxing City, Zhejiang Province.
Zip code: 314000. Recipients: Zhang Jingchi, Xu Jiayin. Office phone No.: 86-573-82051101. The remark to be made on the envelope: “第十一届嘉兴漫画双年展” to declare it is used to submit participant works to the 11th Jiaxing International Cartoon Biennial.
- For any artist living in Hong Kong, Macao, Taiwan or any foreign country who wants to participate in the Biennial, the participant work’s original piece shall be submitted. (If the participant work is an electronic one created by use of a kind of painting software, the creator shall submit by post his work in the form of color printout.) To the backside of the submitted piece the Work Registration Form (for artists living in Hong Kong, Macao, Taiwan and foreign countries), which is provided in the form of Attachment 2 that can be downloaded below, shall be attached. Any work that’s not selected will be returned to its creator if it is submitted in the form of original piece, or not returned if the submitted piece is the electronic work’s printout.
- Period of delivery is from the date of this notice to 24:00 of September 15, 2024.

2) Reselection: Result of the participant works’ initial selection will be announced on China Artists Association’s website. 
- The artists whose works have passed initial selection shall send by post their original pieces of participant works for reselection as required (time and address for taking delivery of them will be announced separately.
- The original pieces shall be reliably packaged for delivery by post, and insurance shall be bought for them. A regularized logistics entity shall be employed to avoid damage or loss of the pieces during transportation). To the backside of the original piece of work, the Work Registration Form (for artists living inside the mainland of China, downloadable in the form of Attachment 1) shall be attached. Result of reselection will be announced on China Artists Association’s website.
- List of the artists whose works have failed to pass initial selection won’t be announced, and photos of their participant works won’t be returned to them. Any participant work that fails to pass reselection will be returned to its creator.
 
IX Creators’ Entitlement to Incentives
(1) The Exhibition Organizing Committee will edit and publish an album of the works displayed, grant a certificate of selection to each participant artist whose works are selected for exhibition, and an album to such participant artist.
(2) Solicitation of works for the Biennial is on a voluntary basis. In principle, the works to be collected shall be the original pieces. Authors of the highest ranking 30 selected works will each be charged RMB 3,800/piece (before tax) as collection fee; the collection fee for other selected works is RMB 1,800/piece (before tax). Details about collection shall be determined by consultation between the authors and the collecting entity, and the collecting entity shall grant a certificate of collection to each collected work’s author.
(3) The displayed pieces, except the ones to be collected, will be returned to their authors.
 
X The hosts reserve the right to exhibit, research, photograph, videotape, publish and publicize the displayed works.
 
XI Each artist that has participated in the Biennale is deemed to have confirmed and accepted the provisions of this Notice. The Cartoon Committee of China Artists Association reserves the right to final interpretation of this Notice.
