2. Outline
1. Notification period: From the initial announcement to Aug. 28, 2024 (Wed).
2. Submission period: Jul. 1 (Mon) to Aug. 28, 2024 (Wed) 18:00.
3. Submission: by post or email
- Post: #403, 4F, Sejong Technopark, 95 Guncheong-ro, Sejong Special Self-Governing City.
4. Competition field: Cartoons
- Qualifications for entry: Anyone interested in cartoons from around the world (all ages).
* Up to 3 works can be submitted per person (Joint submissions available, lead artist must be indicated).
- Topic: Hangul (Subtitle: Writing and Civilization).
- Submission specifications and format: 1 cut (A3 size or smaller).
* Original drawings created by hand and digital works using digital devices can be submitted.
* Scan with a resolution of 300 dpi or higher for online submission / Scan with a resolution of 300 dpi or higher for hand works.
5. Submission specifications and format
Categories: Cartoon
- 1 cut of A3 size or smaller.
- A resolution of 300 dpi or higher for online submission.
- 1 copy of work, (Submit the original image by post or email in JPG file format).
* Original drawings created by hand and digital works using digital devices can be submitted.
6. Documents: ① Application form (required), ② Work file (required).
* Maximum of 3 works per person.
* The application form can be found in the "Announcement" page of the Sejong Technopark website (www.sjtp.or.kr), and in the “Announcement” page of the Sejong Webtoon Campus website (www.sejongwebtoon.or.kr).
* The applicant is responsible for any disadvantages resulting from lack of information on the rules and guidelines.

① Download the application form from this announcement, fill it out, and submit it with your work.
1) Submission documents: 1. Application form 2. Work file.
2) Submission by post (Original drawings in the cartoon category): Fill out the application form, print it out, and submit it with your work by post.
3) Email submission (Digital work in the cartoon category): Compress the application form and the work into one file folder, and submit the attachment via email.
* Email subject: (SICACO) Cartoon_artist name.
* File submission format: Compress as a single folder and submit; Folder name: (Cartoon) artist name.
* Folder composition: 1. Application form_artist name (.doc or PDF file) 2. Work folder (Folder name : (cartoon) artist name).
* Cartoon work submission format: jpg file per work (Image file title: Work title).

② If the submission is not confirmed by the deadline, the work cannot be accepted for review.
   (Email must be sent by 18:00 Korean time on the deadline, and post must be received on the deadline)

③ In the case of re-submission (sending multiple emails) for email submission, only the first submission will be recognized, and if 3 or more works are submitted, the top 3 attachments will be accepted.

8. Entry restrictions and exclusion from screening
- Works that do not meet the regulations and entry specifications may be excluded from evaluation.
- In cases where the same work has received awards from other contests, etc.
- In cases where there is clear infringement of another person’s copyright due to plagiarism, theft, etc.
- In cases where the identity of the applicant for the work is unclear.
- In cases where the works defame others.
- In cases where the application guidelines (specifications, quantity) are not met.
- In cases where the works exhibit excessive controversy or violence. 
 
9. Note
- When applying for this contest, the applicant is responsible for any disadvantages due to lack of information on the rules and guidelines.
- You can apply as a team, and the prize money will be paid to the representative artist.
- Copyright belongs to the artist, and the details of copyright in case of collaboration are subject to the agreement between the artists.
- Documents not received within the submission deadline will not be accepted. Email submission received by 18:00 Korean time on the deadline, and post received by the deadline will be accepted.
- All costs incurred for the submission of works will be borne by the applicant.
- If false information is discovered in the submitted documents, the application will be disqualified, the foundation may claim compensation for it, and all costs will be borne by the applicant.
- In principle, the copyright of the awarded work belongs to the winner (creator). However, Sejong City Hall, Sejong Technopark, and Sejong Webtoon Campus have the right to use it for non-profit purposes (including copyright, performance rights, and exhibition rights) to promote the project.
- If the contest applicant requests the return of the submitted work, the submitted work will be returned to the applicant, but any additional costs related to the return will be borne by the applicant.
- If the applicant does not request the return of the entry, the organizer may discard the entry after 3 months from the end date of the contest.
